Update
With the adoption of the BNAS Reuse Master Plan on Wednesday, December 19, the reuse "planning phase" is complete. On January 1, 2008 the task of implementing the plan begins with the Midcoast Regional Redevelopment Authority (MRRA).

You can reach the MRRA office by calling 207-798-6512 which is currently the BLRA office number.
We look forward to your continued involvement and support as the plan implementation phase begins.

The BLRA is responsible for developing a reuse plan for the base. Our task is to work with the public, the Navy, government officials and other interested parties to:
  • Develop a new vision for this valuable property
  • Develop a specific plan of action to achieve this vision

  • Energy Presentations - The final seminar on Energy was held on Tuesday, May 22. The panelists were: Richard Silkman, PhD - Partner with Competitive Energy Services, LLC; Rick Smith - Chair, Governor Baldacci's Maine Hydrogen and Fuel Cell Partnership; Robert Thornton - President of the International District Energy Association (IDEA); Hayes Gahagan - Principal at Loring BioEnergy; and Patti Garland - Distributed Energy/CHP Program Manager of the Engineering Science and Technology Division, Oak Ridge National Laboratory. A special presentation was given by Joe Bandy, Associate Professor for Sociology and Anthropology at Bowdoin College. He spoke on behalf of his students who did research on placing a power park on the base. Suzanne Watson, Director of Innovation for the Department of Environmental Protection moderated the session.   • Environmental Issues Presentations - The Environmental Issues Seminar was held on Tuesday, April 24. The panelists were: David Knisely - Garrity and Knisely, Dan Schnepf - Matrix Design Group, Brian Hamel - Former President and CEO of Loring Development Authority, Anne Marie Dowd - MassDevelopment/Devens, Suzanne Johnson - Town of Brunswick Citizen Representative to the Restoration Advisory Board, and Bryan Olson - Environmental Protection Agency. Steve Levesque, Executive Director of the BLRA, moderated the session.
  • Transportation Presentations - Our Transportation Seminar was held on Tuesday, March 27. Presenters were, Evan Richert - USM Muskie School of Public Policy, Doug Rice - Wright-Pierce, Sara Trafton - Coastal Trans, Kathy Fuller - Maine DOT, Steve Berardo - Edwards and Kelcey, and Rob Roy - Maine DOT. Carol Warren, BLRA Board Vice Chair, moderated the session.

Presenters were: Frank O'Hara - Planning Decisions, Inc., Dan Wineke - former CEO of Plattsburge Air Base Redevelopment Corporation, Bill Burke - MassDevelopment, Rick Baribeau - RE/MAX Riverside, and Mark Lavin - GMH Housing. Dana Totman, BLRA Board Member, moderated the session.
