Introduction
As a naval air station, the aviation assets at Brunswick Naval Air Station (BNAS) are significant and represent the largest single component of the base. The BLRA, in concert with the Maine Department of Transportation and the Federal Aviation Administration, have retained Edwards & Kelcey of Boston, Massachusetts to conduct an Aviation Feasibility Study to evaluate opportunities and constraints to a civilian aviation use on the base. This $200,000 study is funded by a grant from the Federal Aviation Administration (FAA). The study is proceeding on parallel tracks right now with the BLRA?s reuse planning and public participation process. The BLRA planning process works with two assumptions - one process works with the assumption that there will not be an aviation reuse on the base, and the second planning process includes a potential aviation reuse plan.
 
Goals
The goals of this study are:

1. Provide a comprehensive update of the inventory of base features and significant community attributes that could influence future aviation redevelopment efforts.

2. Identify aviation reuse options.

3. Identify land use and aviation facility requirements for each aviation alternative.

4. Provide a preliminary analysis of the potential revenues, operating and maintenance costs, and necessary capital investments.

5. Provide an opportunity for public discussion of aviation reuse that includes a diverse mix of public, private, airport and non-airport perspectives.

Aviation Committee
The Board decided that with the size of the aviation facility and the importance of the decision of whether to utilize a portion, all or none of the aviation, an Aviation Committee should be organized. The mission of the Aviation Committee is to provide information, analysis and recommendations to assist the BLRA in its deliberation on disposition of the aviation component at Brunswick Naval Air Station. The Aviation Committee is chaired by Marty Wilk and also includes Rob Jarrett, Forrest Lowe and John Richardson. The Committee is staff by BLRA Deputy Director Jeffrey Jordan.
 
Public Participation
On June 29, 2006, the partners to this study hosted a Public Scoping Meeting at the old Brunswick High School. The purpose of this meeting was to solicit comments and feedback on the proposed scope of work for the study to assure that it was comprehensive and addressed all the issues of public concern. The Scope of Work can be found on this web page.
On Thursday, October 12, 2006, the team hosted another Public Visioning Workshop. The study team asked participants for their comments on the variety of uses being studied including general aviation, passenger service, maintenance and repair of airplanes, cargo, and aviation manufacturing and testing. Edwards & Kelcey presented information on the strengths, weaknesses, opportunities and threats (also known as a SWOT analysis) for each of the potential aviation reuses.
From this preliminary SWOT analysis and your comments, the team will continue to study environmental impacts, business development and before recommending what, if any, aviation uses could be sustained at the BNAS location.
